As you know, we can't add new GMs before promotion/demotions and we can't do promotion/demotions before the charts are fixed. Hopefully, the new GMs will get their panels next week.

But at least you have the panel to send contracts. This is my first season as a GM, you'd think they'd give new GMs more time to get used to it.
